1. INTRODUCTION Contractors working in the industry are often exposed to higher risk compared to workers employed by the industry.

Work is done in different industry environments and often under stressful conditions. Understanding of risks and good competence of health and safety is therefore crucial for this category of workers.

An initiative was taken in Sweden, 2006, by the pulp & paper industry to ensure that all contractors working in the industry have access to a safety training program at moderate cost and easily accessible. This has led to the concept SSG Entre, a webbased safety training used by most sectors in the Swedish industry. 100 000 contractors from more than 30 countries have now gone through the training. The training is accessible in the following languages; Swedish, Finnish, German, English, Polish, Italian, Norwegian.

After the training a personal certification test is performed which when approved leads to the issue of a Safety passport.

This passport is valid for three years and is also valid in the Finnish industry.

In Europe work is going on to harmonize and standardize training for contractors. The safety network ENSHPO has started up a project where the target is to set standards for a European Safety Passport.


2.1. A need from the pulp & paper industry During 2004 a growing interest in the Swedish pulp & paper industry for standardizing safety training for contractors arose. A working group in the SSG Safety committee was established with the purpose of creating a standardized training material. The target of the training was reduction of accidents and incidents among contractors working in the pulp & paper industry. The working group collected safety information used by around 50 Swedish pulp and paper mills and a training material was created. It was early on decided that the material would be available as a web training course on the internet. During the creation of the training material SSG built an administrative system to handle all contractors, contracting companies etc. A SSG Standard SSG 2200 was established that could be used by the industry to clarify the safety demands set, Figure 1.

2.2 Similar needs in other industry sectors At the same time the steel and mining industry identified the same needs in their industries and built a project group to create a contractor safety passport. The project group had contacts with the pulp & paper industry and decided to join the work done by SSG safety committee instead of creating their own training material. In the chemical industry on the Swedish westcoast harmonization of safety training had already started between large companies like Akzo Nobel, Borealis, Shell, Preem, Ineos, Perstorp, Nynas etc. All with the same purpose, to improve safety and make training more efficient.

2.3 Documentation of training results The industry has the responsibility to inform and make sure contractors are aware of the specific safety rules and typical risks on the individual industry. Besides a general safety training, the industry can make available their own specific safety information on the same web platform. By this they can get full control on an individual level of what information each contractor has achieved.

In the end of each trainingmodule there is a certification text that needs to be approved. Questions are randomly taken from a bank of question so no test is similar to another. A SSG Entre Safety Passport valid for three years is issued after a successful certification test. Everything is done over the internet so there is no need for trainers, classrooms etc.

Many contractors working in the Swedish industry have their home outside Sweden. For instance there are many contractors coming from the neighbouring country Finland. In Finland there is a similar training system where a training is done followed by a certification test and issuing of a Safety card.

Discussions between Sweden and Finland has led to harmonization of the training programs and acknowledgement of the different national systems. In other countries in the EU similar concepts are being used for the same purpose and discussions are initiated to try to harmonize on a European level. In the Netherlands and Belgium harmonization has been going on for many years and the concept VCA is being used on a broad base. In France MASE is a national system that is the combination of two French systems. Harmonization between VCA and MASE has been going on since the early 2000.

The SSG Entre concept was first used in the beginning of 2007. In the fall of 2011 around 120 industries in Sweden were demanding their contractors to do the SSG Safety training. Around 100 000 contractors from more than 30 countries have completed the training and received a SSG Entre Safety Passport. The concept is being used in industry sectors such as pulp & paper, steel, mining, chemical industry, automotive industry, manufacturing industry, sawmills and energy sector. It is being evaluated by construction sector, harbours, pharmaceutical and food industry.

The training is available in the following languages, Swedish, English, Finnish, German, Polish, Italian and Norwegian.

A reference group with members from the different industry sectors are controlling and monitoring the program. The training material is updated every year as well as the certification test.

The organisation ENSHPO has started a project where the aim is to set European standards for safety card training programs. This work was initiated during 2010 and is ongoing. One of the targets is to set minimum standards for meeting necessary safety criterias and make easier for the contracting workforce to work all over Europe without having to repeat already performed training.

4. CONCLUSIONS The SSG Entre concept has been growing rapidly since the start 2007 and has become a Swedish industry standard.

Several actions have been taken by both industry and contractors to increase safety at the industry. SSG Entre is one action and is rather easy to implement as well in the industry as by the contractors. Safety has become an issue that is more on top of peoples mind than before however still a lot of challenges are waiting. To really change risky behaviours and attitude change is necessary and this requires a lot of work and attention.

Organização das Nações Unidas (ONU) Em 2011, as Nações Unidas no âmbito do Programa Quadro sobre Negócios e Direitos Humanos intitulado “Protect, Respect and Remedy”, apresentou uma visão holística dos Direitos Humanos no interface com a Responsabilidade Social das Empresas, que integra três princípios básicos, três pilares: o dever do Estado de proteger contra os abusos de direitos humanos, a responsabilidade de respeitar os direitos humanos por parte das empresas e organizações e a necessidade de proporcionar às vítimas maior acesso a efectiva reparação de danos e impactes judicial e não judicial.

Organização Internacional de Normalização (ISO) A Organização Internacional de Normalização aprovou em 2010 a Norma ISO 26000 – Norma Guia sobre Responsabilidade Social, a qual se destina-se a poder ser aplicada a todo o tipo de organizações (públicas e privadas), constituindo um referencial da maior relevância para a promoção da RS à escala global. Esta ferramenta normativa constituirá uma driver essencial na harmonização de conceitos e práticas à escala global, não se substituindo à lei, mas permitindo o reconhecimento de que ir para além da lei é fundamental.

Organização para a Cooperação e Desenvolvimento Económico (OCDE) A OCDE aprovou em Junho de 2011 na Sessão Ministerial comemorativa do seu 50ºAniversário as novas Directrizes para as Empresas Multinacionais, as quais constituem uma nova ambição, envolvendo os seguintes âmbitos: cadeia de fornecimento, direitos humanos, relatórios, trabalho e relações industriais (articulando com os desenvolvimentos ocorridos na OIT), anti-corrupção, ambiente, consumidores e taxação, e promovendo uma maior transparência dos negócios em zonas de fraca governação.

União Europeia (UE) Em 2010, a Comissão Europeia apresentou uma nova Estratégia - Europa 2020 - “Estratégia Europeia para um crescimento inteligente, sustentável e inclusivo” na qual reforça a importância da Responsabilidade Social das Empresas, afirmando o objectivo de: “Renovar a estratégia da UE para promover a responsabilidade social das empresas enquanto elemento-chave da confiança a longo prazo dos trabalhadores e dos consumidores”, e também referindo explicitamente o “desenvolvimento da responsabilidade social na comunidade das empresas”, no quadro do crescimento inclusivo.

Integrada na prioridade do Crescimento sustentável da Estratégia Europa 2020 a Comissão da UE através da Comunicação sobre Responsabilidade social das empresas: uma nova estratégia da UE para o período de 2011COM (2011) 681 final, de 25 de Outubro), aprovou um novo quadro de actuação, cujos elementos chave se

podem sintetizar como sendo:

- Uma nova definição de RSE: a responsabilidade social das empresas é «a responsabilidade das empresas pelo impacto que têm na sociedade»;

- Princípios e orientações reconhecidos a nível internacional;

- A natureza multidimensional da responsabilidade social das empresas;

- O papel das autoridades públicas e das demais partes interessadas;

- A responsabilidade social das empresas e a iniciativa em favor do empreendedorismo social;

- Responsabilidade social das empresas e diálogo social;

- Um Programa de Acção para 2011-2014 - Agenda para a RSE.

Contexto Nacional

Em Portugal as políticas de apoio à RSE têm enquadramento macro em instrumentos estratégicos como:

Estratégia Nacional de Desenvolvimento Sustentável (ENDS), com o horizonte de 2015 e respectivo Plano de Implementação (PIENDS);

Plano Nacional de Reformas intitulado “Estratégia de Lisboa – Portugal de Novo; Programa Nacional de Acção para o Crescimento e o Emprego 2005/2008” que consubstancia uma agenda de modernização assente nos pilares da competitividade, da coesão social e da sustentabilidade ambiental.

- Normalização Portuguesa em matéria de Ética e Responsabilidade Social das Organizações
