Post-graduate courses on occupational safety and health in Portugal:

a preliminary analysis Arezes, Pedroa, Swuste, Paulb a DPS, School of Engineering, University of Minho, Portugal, email: parezes@dps.uminho.pt; b Safety Science group, TU Delft, The Netherlands, e-mail: P.H.J.J.Swuste@tudelft.nl

1. INTRODUCTION The designation Health and Safety, or Occupational Health and Safety (OHS) has been used to identify a scientific and professional area that is dedicated to the analysis of the working conditions, its impact in workers’ health and/or wellbeing, to propose solutions (Saari, 1995) to reduce occupational hazards and risk factors and measure its effectiveness.

Professionals working in this domain can be very diversified in terms of education, and there is a large number of professionals carrying out tasks under different titles (Hale, 1995; Hale et al., 2005; Garrigou & Peissel, 2008), including professionals such as physicians, engineers, psychologists, nurses, chemists and many others. However, it has been recognised that there are some professionals working in this area that are mainly dedicated to safety and, thus they are being designated as safety professionals.

To train students in post-graduate courses of an appropriate EQF level, a direct relation is essential between the content of the course and research conducted in the organisation organising the course. This relation between research and course content enables to present the state of the art of knowledge of the scientific domains of the course, which is a main goal of academic education.

Also a majority of teachers should have backgrounds in active research, as it might be expected from a university course.

In these type of environments, it is desirable that research should feed the educational program.

Students should not only be educated in easy to use tools, but also in underlying theories, models and metaphors of relevant disciplines, enabling them to develop an academic attitude of critical reflection.

After an initial European survey (Arezes and Swuste 2011), a more detailed country specific survey is conducted.

Portugal is the first country in a row of 10 countries.

2. RESEARCH QUESTIONS

The survey of Portuguese organisations on post-graduate courses in occupational safety and health is guided by the

following questions:

- What is the course structure; the qualifications of teachers, their professional background, the topics and modules of the course, the teaching methods used and forms of examination?

- Is the course part of an official certification procedure of safety managers/technicians?

- What quality system the course is applying, and are there links to changes implemented?

- Is there a relation with research conducted by the institution; does the course lead to research outputs, does research feeds the course, and does research of the institution fits into a particular safety school?

3. MATERIALS AND METHODS

This survey of post graduate and MSc. Courses on occupational safety and health is restricted to three university courses:

the MSc. course on Human Engineering of the School of Engineering - University of Minho (1992), the Postgraduate Degree course in Occupational Safety and Health Specialist of the Science and Technology Faculty - New University of Lisbon, (2003), and the MSc. course on Occupational Safety and Hygiene Engineering of the Faculty of Engineering of the University of Porto, (2005).

Course coordinators of these courses were interviewed for a period of approximately 2 hours. The interviews were halfstructured, addressing topics mentioned in the paragraph research questions.

4. RESULTS AND CONCLUSIONS

The review of three Portuguese universities shows they are all organising EQF level 6/7 courses for safety practitioners.

All three universities teach their students in the areas of research methods and techniques, occupational safety, hygiene, medicine, and management.

There are some differences between universities in the number of teaching hours per domain. These differences are related to the history of the course, the specialisation of the school or the faculty developing the course, and the availability of scientific domains within each university. But on the other hand the similarity between these courses is much more prominent.

All courses are fed by research, and not limited to teaching of ‘easy to use tools’. All courses are homologated by a governmental body, the Portuguese Authority for Working Conditions, and certified by a 3rd party, or planned to do so in the near future, and the successful completion of these courses are one of the personal certification requirements for Portuguese safety managers.

The scientific content of modules is guarded by the universities’ autonomy. While 50% or more of the teaching staff is working at the university organising the course, and their research is feeding the course, ensuring the academic level of training of students and the latest developments of a scientific domain.

«1 ‘Metaphorically’ This paper argues that every metaphor has a literal paraphrase, because although not every metaphor is paraphrasable by a corresponding simile, every metaphor can be paraphrased by prefixing ‘metaphorically’ to it. The literal paraphrase of ‘Juliet is the sun’, for example, is ‘metaphorically, Juliet is the sun’. It might be argued that every metaphor has a literal paraphrase because the figurative meaning of a metaphor is the literal meaning of a...»
